Fence Stain vs Paint
Why stain outperforms paint on an exterior wood fence, how semi-transparent, semi-solid and solid finishes differ, and when a new cedar fence is actually ready to take a coat.

Almost every wood fence we are asked to refinish arrives in one of two conditions. Either it has faded to grey and the owner wants the colour back, or somebody painted it four or five years ago and it is now shedding in sheets. Those are not the same problem, and the second one is far harder and more expensive to put right. The choice between stain and paint is what decides which of the two you end up standing in front of.
The short version is that stain is the correct finish for an exterior wood fence and paint almost never is. That is not a preference about how the two look. It is about what each one physically does to a board that is exposed on six sides, sits in wet ground, and moves every time the humidity changes. What follows is the mechanism first, then the specifics: opacity, base chemistry, new cedar, prep, and the weather window in southeastern Pennsylvania.
Stain penetrates. Paint sits on top.
A penetrating stain is a thin carrier loaded with pigment and resin. It soaks into the surface cells of the wood and cures inside them. The pigment blocks ultraviolet light, the resin adds water repellency, and the wood itself is still the outermost surface. Nothing has been added on top of the board that is capable of separating from it.
Paint is the opposite construction. It is a film former. It builds a continuous membrane across the surface and grips the wood mechanically at the interface. Everything paint does for the board, it does by being an intact layer. Its performance depends entirely on that layer staying whole and staying stuck.
On house siding, sheltered by a roof overhang and dry on the back face, a paint film is a reasonable bet and holds for years. A fence board has neither of those advantages, and that is where the whole argument starts.
Why the film fails on a fence, and why that matters so much
A fence board is exposed on both faces and all four edges. There is no back-priming, no flashing, no eave. Rain hits it, ground moisture wicks up into the bottom rail and the post base, and dew condenses on both sides overnight. Wood takes that moisture on and gives it back up, moving as it does so, and it moves most at the end grain.
Water gets behind a paint film through unpainted end cuts, through the joint where a picket meets a rail, and through any hairline crack seasonal movement opens. Once it is behind the film it cannot evaporate outward, because the film is the vapour barrier. So it pushes. The paint lifts, blisters and peels, and it starts at the bottom rail and the picket ends where the moisture load is highest.
Here is the part that decides the question. A faded stain and a peeling paint fail into completely different conditions. A stained fence that has gone dull is still a clean, sound wood surface — you wash it, you put another coat on, and the recoat is a straightforward day. A peeling painted fence has to be stripped or sanded back to bare wood on every face of every board before anything can be applied, on a structure that might run three hundred feet with hundreds of individual pickets. That is not a maintenance task, it is a labour project, and it routinely costs more effort than the fence is worth. It is why so many painted fences simply get torn out and replaced.
Semi-transparent, semi-solid, solid: what opacity buys and what it costs
Stain is sold across a range of pigment loads, and the trade-off is consistent all the way up the scale. More pigment means more ultraviolet protection and a longer interval between coats, but less grain shows and the finish behaves progressively more like paint.
Opacity is close to a one-way door. You can always go darker or more opaque at the next maintenance cycle. Going back the other way means stripping. If you are undecided, start lighter than you think you want, because both the second coat and the next recoat can take you up.
- Semi-transparent — light pigment load, grain fully visible, tints the wood rather than covering it. The best-looking finish on new western red cedar and the one that shows off why you paid for cedar in the first place. Shortest recoat interval, commonly two to four years on the sun-exposed side.
- Semi-solid — a middle pigment load. Grain texture still reads through, but colour variation between boards is evened out. A sensible choice on pressure-treated pine, where the boards are rarely handsome enough to justify showing off, and on a cedar fence whose colour has already gone patchy.
- Solid — heavy pigment, hides the grain, leaves only the texture. The longest-lasting stain and the closest thing to paint, and it carries a share of the same problem: at full opacity a solid stain sits high enough on the surface that it can flake at the edges rather than simply wearing thin.
Oil-borne and water-borne
The carrier is a separate decision from the opacity, and both families are now made well. Oil-borne stain penetrates more deeply, wets out rough-sawn cedar beautifully, and forgives an imperfect surface. It also dries slowly, smells, needs solvent for cleanup, and the older linseed-based products actively feed mildew in a humid climate.
Modern water-borne and hybrid alkyd-emulsion stains have closed most of the performance gap. They hold colour longer against ultraviolet because their pigments and resins are more UV-stable, they resist mildew better, they clean up with water, and they can be applied across a wider temperature range. Their weakness is shallower penetration, which makes surface prep matter more, and fast flash-off in sun and wind, which makes lap marks easy to leave behind.
For a cedar fence in this region, a quality water-borne semi-transparent applied to properly cleaned wood is the most reliable combination. For rough pressure-treated pine that has stood a couple of seasons and drinks whatever you give it, an oil-borne product is often the easier application. What matters more than the choice is not mixing the two: a water-borne stain over an old oil-borne coat that has not been stripped or fully weathered off is a bonding gamble.
New cedar: mill glaze and the moisture wait
Two things stop a brand-new cedar fence from taking stain properly, and between them they account for most first coats that fail inside a year.
The first is mill glaze. Planer blades running at speed burnish and crush the surface cells of smooth-faced cedar, closing the pores and drawing resin to the surface. The board looks perfect and takes stain terribly, because there is nowhere for the stain to go. It sits on top, dries unevenly and wears off fast. The fix is mechanical or chemical — a wood cleaner and brightener, or a light sanding, to open the surface back up. Rough-sawn cedar has no mill glaze and is the easier surface to finish.
The second is moisture. Freshly milled cedar, and far more so freshly delivered pressure-treated lumber, carries more water than a stain can displace. Finish applied to wet wood traps that moisture and never bonds. Cedar usually wants several weeks of dry weather before it will take a coat; pressure-treated pine commonly wants a full season. The field test is a sprinkle of water on the board: if it beads and sits, the wood is either still wet or still glazed. If it soaks in within a minute or two, it is ready.
Prep, coverage and how often you are back out there
Prep is most of the job and the part most often skipped. An existing fence needs washing to remove mildew, pollen, dirt and any loose previous finish. A dedicated wood cleaner followed by a brightener is the right sequence: the cleaner strips the grey oxidised surface layer and kills mildew, and the brightener neutralises it and returns the wood to a pH that takes stain evenly.
Pressure washing is where fences get ruined. A tip held too close, or too much pressure on soft cedar, erodes the soft spring wood and leaves a furred, ridged surface that looks worse under any finish than it did dirty. Low pressure, a wide fan tip, consistent distance, and chemistry doing the actual work. Then let it dry properly — a fence washed on Saturday is not ready on Sunday morning.
Coverage on a fence is nothing like coverage on siding. You are finishing both faces, both edges of every picket, the rails, the post faces and ideally the end cuts, and rough-sawn or weathered wood drinks far more than the label figure suggests. Buy on the assumption that real coverage falls well short of the can, and buy the whole job in one batch so the colour is consistent across the run.
Recoat intervals are driven by exposure more than by product. The south and west faces of a fence take several times the ultraviolet load of the north and east faces and will always fade first. Plan on two to four years for semi-transparent, four to six for semi-solid, longer for solid — and treat a maintenance coat on clean, sound stain as a fundamentally easier job than the first one ever was.
The application window here, and the recommendation
Chester and Delaware County give you two good windows and a long stretch of bad ones. Late spring, from roughly mid-May once the pollen has finished falling, and early autumn, September into mid-October, are the reliable periods: moderate temperatures, lower humidity, and enough consecutive dry days to work with.
Four conditions ruin a coat. Direct hot sun on the surface, which flashes the stain off before it can penetrate. Rain inside the cure window, which is often longer than people assume. Overnight temperatures dropping below the product minimum, which is what makes late-October work a gamble in this territory. And heavy dew, which is why an early-autumn evening application can look fine going on and fail anyway. Work the shaded face, follow the shade around through the day, and stop early enough that the surface is dry before dusk.
The recommendation, plainly: stain a wood fence, do not paint it. Use a quality semi-transparent on cedar you want to look like cedar, step up to semi-solid where the boards are pressure-treated or the colour has already gone uneven, and reserve solid stain for a fence you have consciously decided to treat as a painted object. Clean and brighten first, wait until the wood is genuinely dry, and put the coat on in May or September. A fence finished that way fades. It does not peel — and fading is the failure mode you want, because fading is recoverable in a weekend.

Can you paint a wood fence instead of staining it?
You can, and we would advise against it. Paint forms a film on the surface rather than penetrating the wood. A fence board is exposed on all six sides with no back-priming and no roof over it, so moisture gets behind the film through end cuts and joints and cannot escape, and the paint blisters and peels. Stain fades instead of peeling, and a faded fence can be washed and recoated in a weekend while a peeling one has to be stripped to bare wood first.
What do I do with a fence that is already painted and peeling?
The realistic options are to strip or sand it back to bare wood and then stain, to scrape the loose material and repaint knowing you have restarted the same clock, or to replace the fence. Stripping is genuinely laborious on a picket or board fence because every face and edge has to be reached. Assess how much sound wood is actually underneath before committing, because on an older fence the peeling paint is often hiding rot at the bottom rail and the posts at grade.
How long should I wait before staining a new cedar fence?
Until the wood is dry enough to accept the stain, which is usually several weeks of dry weather for cedar and commonly a full season for pressure-treated pine. New smooth-faced cedar also carries mill glaze from the planer, which closes the surface pores and has to be removed with a cleaner and brightener or a light sanding first. Test it by sprinkling water on the board: if it beads and sits, wait or prep further. If it soaks in within a minute or two, the board is ready.
Should I use semi-transparent or solid stain on a fence?
Semi-transparent on cedar you want to look like cedar — the grain stays visible and the wood is still the surface, at the cost of a shorter recoat interval. Semi-solid where the boards are pressure-treated or the colour has already gone uneven between them. Solid only if you have decided to treat the fence as a painted object, because at full opacity it sits high enough on the surface to flake at edges rather than wear thin. Remember that going more opaque later is easy and going back is a strip job.
Is oil-based or water-based fence stain better?
Both are made well now. Oil-borne penetrates deeper, wets out rough-sawn cedar beautifully and forgives imperfect prep, but dries slowly and the older linseed-based products can feed mildew here. Water-borne holds colour longer against ultraviolet, resists mildew, cleans up with water and applies across a wider temperature range, but penetrates less so prep matters more. For cedar in southeastern Pennsylvania a quality water-borne semi-transparent is the reliable default. Do not apply water-borne over an old oil coat that has not been stripped.
When is the best time of year to stain a fence in Pennsylvania?
Late spring after the pollen drop, roughly mid-May into June, and early autumn from September into mid-October.
