Do I need a permit for a fence in Pennsylvania?
In most cases yes. Fence permits in Pennsylvania are issued by the individual township or borough rather than by the county or the state, and the requirement differs between neighbouring municipalities. A small number exempt fences below a certain height, and some treat like-for-like replacement differently from new construction — but any change in height, material or location makes a permit near-certain, and a pool barrier always requires one.
Because the requirement is municipal, the only reliable answer for your property comes from your own township or borough code office. Across Chester, Delaware and Montgomery County that means dozens of separate ordinances, and the height you may build by right can differ from one side of a boundary road to the other.
The application usually asks for a plot plan or survey showing the fence line relative to the property boundaries, the specification (height, material, style), gate locations and swing, and the fee. Pool barriers require additional detail on gate hardware.
If your property is in a homeowners association, architectural review is an entirely separate process running on its own timeline. Approval from the township is not approval from the HOA, and where the two conflict the more restrictive governs in practice.
